Developing, Monitoring, Evaluating, Accountability, and Learning (D-MEAL)

This policy and handbook articulates the standards and practices which support a comprehensive approach to Developing, Monitoring, Evaluating, Accountability, and Learning (D-MEAL) to improve our programming and ultimately the lives of our beneficiaries. It also includes MEAL principles which run across the standards. All TRIPLE-F programs are expected to meet these standards, practices, and principles throughout the project lifecycle. TRIPLE-F recognises the critical role of developing, monitoring, evaluation, accountability and learning, or D-MEAL, systems in program quality and impact. To respond to stakeholder information needs and inform strategic program design and adaptive management, quality D-MEAL systems collect reliable and timely data. To optimise their value, TRIPLE-F believes that D-MEAL systems must be grounded in project design; built by D-MEAL and young program staff with participation from partner organisations and key stakeholders; and updated during implementation as activities progress and information needs evolve. TRIPLE-F D-MEAL+ is a participatory process that enables teams to develop D-MEAL systems that are responsive to context and contribute to adaptive program management.
